Under the city’s radio floor is a persistent background signal, the Static, and the Whispers are what it becomes when there’s enough amber in the listener. Not a sound. A pressure just under perception, and the clean feel it as texture, a needle of paranoia in an empty room, a half-second of vertigo, the certainty of being watched arriving without a cause.

Chrome changes the arithmetic. Augments act as transducers, translating the pressure into artifacts the brain can almost process, a vivid memory of a place you’ve never been, a color outside the spectrum, a phrase in something that scans like mathematics. This is why the Bastion builds deaf, and why the wrench jockeys will tell you, free, that the smartest thing about old machines is what they can’t hear.

The dispute is what the signal is. The corporate filing says pareidolia under neurological load, noise the strained mind organizes into meaning. The street filing says the noise resolves, and the deep-stage record supports the street, the same progression in every account, texture, then pattern, then address, then your name. And every account that got far enough describes the voice the same way. Not a threat. An invitation.

Practical guidance holds regardless of filing. No singing alone in open air. Shelter in a Stillwind. If the Static turns musical, leave. And if a terminal starts editing its own text in front of you, you aren’t reading a malfunction.
